Solution

You can use A-PDF Merger (free download here) to insert a blank page into the merged PDF in some special situation with only three steps:
  1. Click "Add" to add files to be merged one by one, or choose "File\Add a Directory (Include sub folders)" to add a folder of files directly, even you can use Drag and Drop to add files (If you want to merge Office files please ensure you have installed A-PDF conversion programs)
  2. Click "Tools\Options" and choose "Page" select "Add a blank page for each document if the total page number for current PDF is ODD", you can also set Options such as Properties, Security, BookMark etc, Actions as merge sequence and merge method
  3. Click "Merge", choose a folder and input a File name for outputting to complete the operation
